Introduction

The Education (School) Department, Govt. of Tripura in collaboration with the Department of Elementary Education & Literacy, Ministry of Human Resource Development, Govt. of India has launched Sarva Shiksha Abhiyan Programme in the State from 2001-02. Prior to the actual launching of the project in all the 4 (four) Districts of the State, pre-project activities were undertaken. These activities include conduct of survey (complete enumeration) of households and schools, purchase of various equipments, conduct of awareness campaign at State, District, Block and Village levels, strengthening of District & Block Offices by way of putting manpower at various places etc.

Tripura has a strong 3-tier Panchayat base. Planning of SSA starts in the State at village levels where the Village Education Committees (VEC) and Mother -Teacl1er Association (MTA) play a very important role. For successful implementation and monitoring of all activities under SSA elaborate monitoring Committees have been formed. These include formation of a society named Sarva Shiksha Abhiyan Rajya Mission, Tripura headed by the Chief Minister of the State, Executive Committee of the mission under the chairmanship of the Chief Secretary of the State, District-level Education Committee with the DM & Collector of the District at the helm, Block-level Education Committee with the Chairman, Panchayat Samiti at the head, Village Education Committees under the Chairmanship of the Panchayat Pradhan of the concerned village and Mother- Teacher Association for all schools with one of the parents as Chairman.

The District Elementary Education Plan (DEEP) under Sarva Shiksha Abhiyan is prepared by the District Education Officers who are the District Project Coordinators at the District level. Prior to that the Block Education officers (Inspector of School) collect information, materials from the Circle Inspectorates depending upon the Plan proposals prepared by the Village Education Committee (VEC). All the proposals of Village Education Committee are tabulated at the Block Levels and the Block Plan under Sarva Shiksha Abhiyan is prepared by the Inspector of Schools (Block Project Coordinator) of the concern Block. After the preparation of Block plan it is placed before the Block Level Education Committee (BLEC). Once the Block plan prepared by the Block Project Coordinator (Inspector of Schools) is approved it is sent to the District Project Coordinator (District Education Officer).

The District Project Coordinator (District Education Officer) now prepares the District Plan covering all the Blocks of the District basing on the proposals received from various Block Project Co-ordinators. While preparing the District Plan, the requirement of individual Block particularly those in remote areas and are dominated by the tribal population having still less facility in regard to elementary education is taken into special consideration so that with the passage of time the education facility and quality of education of the remote Blocks can be brought at par with that in relatively developed Blocks.

The State having only one Municipal Council and 12 Nagar Panchayats which are outside the jurisdiction of Blocks, the elementary education plan of those Municipal Council and Nagar Panchayats are also included in the District Elementary Education Plan of the Districts. The plans of urban areas are prepared by concerned Block Inspector of Schools with the approval of Municipal Council and Nagar Panchayat Education Committees created specially for implementation and supervision of Sarva Shiksha Abhiyan programme.
